Mr. Santillan has been in private practice since being admitted to the Philippine Bar.  Mr. Santillan is currently a consultant at the Philippine Senate and the incumbent Chairperson of the Central Luzon Water Districts.  Previously, Mr. Santillan was a consultant to government offices in tourism, culture and the arts, and a legislative staff in both the lower and upper chambers of the Philippine Congress.

Mr. Santillan is highly proficient in public sector undertakings.  Mr. Santillan is trained in the formulation of legal frameworks for government projects; adept in public bidding procedures and proficient in joint public-private schemes.  Mr. Santillan provides legal and technical counsel to national lawmakers and is extensively trained in public policy on environment and natural resources, law enforcement, trade and commerce, economic affairs, and public appropriations.

As a litigation lawyer, Mr. Santillan has appeared before the public prosecutors, Department of Justice, Municipal and Regional Trial Courts, the Court of Appeals, the Supreme Court, and Philippine Mediation centers, for various civil and criminal cases.

Mr. Santillan holds a degree in Political Science from the University of the Philippines and Juris Doctor (JD) from the Ateneo de Manila University.  Mr. Santillan was a student leader and debater and is very fluent in written and spoken English, Filipino & Ilocano dialect.
